question on timing belt tensioner 2009 no pin
 

hello doing my timing belt on my 2009 pt cruiser ,got the belt on and my marks lined up took me 3 days would not go over the tensioner finally took the tensioner off wrapped the belt around it and bolted it on than jammed the crank with a wrench whole thing went on first try ,it was to easy hope theres nothing wrong with that method ,my question is, i turn the face plate on the tensioner all the way counter clockwise till it stops than tighten it down, the pully moves aginst the belt but the setting notch does not move at all isnt it suppose to move wene i turn the faceplate, and line up with the spring tab like everyone says, took it to the dealer and they said nothing was wrong with it turned the crank 2 revs and it still just stays in place doesnt move, any advice would be greatly app thanks.
