I never needed a tool for this... I tap it on with a brass hammer to get it started on the shaft making sure it's square on the shaft (meaning straight/true), then use a bolt with a couple washers to draw it into place. Usually I can just use the original bolt. I grease the washer(s) and pulley surface to reduce friction when pressing the pulley on
addendum... I should clarify "brass hammer...tapped" because I'm sure someone will want to start an argument that hitting on these parts will damage the pulley, crank and thrust bearing... the key word is TAPPED not whaled, beat, pounded. I tap the pulley with a brass hammer which is softer than the casting of the pulley as not to fracture or damage the pulley. Tapping the pulley on the crank snout will ensure it's started on the crank straight and not cocked/crooked
