1991 Voyager NO POWER...please help.

Last spring I installed a new starter, it was bad, had to tap on it to get it started. After the repair, I turned the key to start it and saw a decent amount of smoke come up from the crack between the hood and driver side 1/4 up by the windshield. Nothing works except the door dinger, the head lights and emergency blinkers. I'm sure there are a few other things that work but havent tested them all. The key will not turn on the radio, dash lights, heater controls...etc. The car has been sitting and decided to dig into the problem. We jumped the starter and the starter is working, My mechanic friend has talked to some people and we keep getting the same answer, there is a fuseable link behind the battery, there are no "fuses" there are some bulges in the wires which we assume are the fuse links, they are all hard wired in. We stabbed all the wires with a volt meter and there is still power to them. Where to look next? could it be the ignition switch? Is there a hidden relay? I know someone has had this problem before. Whats the fix? Another odd thing.... the amount of smoke I saw and we cant find anything that is burned.

its a 91 voyager with the 3.0L V6.

I appreciate any input.

There are fuseable links next to the washer bottle. ck there.

checked them all, none of them appear to be burned up and they all test OK with a volt meter. They are carrying voltage and have good continuity.
