1996 Voyager with slow heat/AC

I'm looking at a '96 Voyager with the 3.3 engine that has only 149000 miles on it. The one problem that the seller mentioned is that both the heat and AC take a half hour or more to start working.
Any thoughts on what would cause this? Thanks!

I have not seen thi van in person, but what he told me was that the fan works, and air comes out, but it takes about half an hour before it heats or cools.

well first make sure they are operating it correctly. second the heat and ac systems are separate s the likely hood of both of them doing the same things is not likely

Typically slow heat can be caused by a stuck open thermostat though 30 minutes may be pushing that theory. Slow cooling may be low A/C refrigerant. Should see a 30 degree difference between interior temp measured at the center vents and ambient outdoor temp within a few minutes.
