2000 Chrysler T&C Electrical Issues
 
The van has a 3.8L motor, AT and 170K miles. The low beams, the turn signals, and the front windshield wiper started acting up after I replaced the instrument cluster. The low beam lamps do not energize for either the high or low beam, and the turn signals lamps do not energize regardless of where the lighting selector switch is set. The wiper motor and arms operate at high speed regardless of where the selector switch is set. I went so far as to remove the on-off relay, the speed relay and the fuse for the front wipers from the fuse box and the wipers still operate regardless of the car running, key out, etc. The only way I have found to stop the wipers from operating is to unplug the connector at the fire wall that serves the wiper motors.

I have tested the multi switch, the relays and the fuses for all three function and they appear to function correctly. The turn signals work if activated thru the 4 way flashers. I removed and replugged in the all the connectors with no change. I also noticed that when the issues with the head lights, turn signals and wiper motors surfaced, the air bag light comes on and stays on.

possible bcm and or junction block isssue
