2001 town and country airbag

Drivers squib#1 circuit open, stored not active. Removed airbag and module plug, checked circuit for open while turning steering wheel, nothing. Van has 212259 miles on it, should I just put a clockspring in it ?? What are the chances the airbag is bad ?

more then likely the clock spring
