2001 voyager cooling fans not working

I have an `01 voyager and the cooling fans won`t come on. I ran jumper wires to both fans and they work, checked the 40amp fuse and it`s good, I have 11.46 volts at socket for fuse. when ohming fan motor leads, the fan on the driver side was good, the fan on the passenger side showed an open,I repaired that and it`s now ohming good. I still cannot get the fans to come on. I want to check the coolant temp sensor but I can`t seem to locate it. By the way I have no check engine lights for anything.
