2006 T & C Starter Chatters - no start

I have a 2006 T & C that will not start. Battery is OK, starter is OK, when I turnthe key the starter clatters, dash lights flash. It acts like the starter solenoid is trying to engage the starter, then the signal to the starter solenoid is removed (strart relay opens) and the solenoid disengages then it tries to start again...chatters... I think there must be some interlock that is preventing the start cycle from operating? Is there some interlock (shift in Park?) or other that would cause this? I probably am going to have this thing towed into a shop...geez...not a happy owner

I ran into one of these a while back. There is a starter relay circuit in the PCM that was faulty. I'm guessing there was high resistance. The starter solenoid would "bounce" I guess is the right word for it. Of course they'll have to check the rest of the system but...
