2009 stow & go 3rd row question

2009 stow & go 3rd row question
Hello, new member here so please bare with me. I have a question about the two legs that are on th top of the 3rd row seats when stowed. One set remain flat but the other set pops up 1/4 of the way. Any help would be appreciated. Thanks
