Not sure about the best but the one brought up most often is
Auto Computer Exchange | Remanufactured OEM Auto Computers

AutoZone and I would imagine other parts stores sell them too.

Are they re-programed already? I went to the site and they did not ask about the vin number, or any particular, like if if it has an egr...

Looks like they recently redid their website. On the old one it said up front they program them. On the new one you have to hunt for it unless I missed it. Makes me wonder how much business they're losing.

Once you open Chrysler Tech's link the first sentence eludes to it. If you open "Repair Form" at the bottom, the form has you include your VIN #. That's how they know what programming it needs.

If you open the FAQS section you'll find this:
Q. Do I need to have any additional programming done once I receive my part?
A.Most parts that we sell are plug-and-play. All Chrysler products are plug-and-play. Some Ford and Honda models will require a locksmith to calibrate the ignition after the part is installed.
