Faulty Bcm or headlight switch?

Hi Everyone...
I am having some trouble diagnosing why the headlights and cabin lights won’t turn off, I hope someone can help me.
1. Cause: There may have been introduced 12v to the low beam relay pin 85 @ fuse box.
2. Symptoms: Low beam is always on, Pin 85 low beam relay always have about 1.2volt, and cabin light is only off when switch is roiled to 0.
3. Tests: Disconnect the two big plugs at the bcm, changed the relay but the lights are still on even when the two bcm plugs are out. Only way to turn off is to remove the relay or fuses.
Any chance it could be something else than the bcm, the switch maybe?
Any help in pin pointing the problem would be greatly appreciated.
Thank you…
