Inability to link to DLC and alarm system issues

I have been working on a '97 Chrysler T&C with security system problems, instrumentation problems, an inability to link to the DLC with an OBD II scanner and a P1698 code for the TCM data. The vehicle has presented the following symptoms:
No instrumentation at times

OBD II scanner will not often link to the computer (have established link sometimes by closing driver door and/or locking the doors)

I have taken the instrument cluster out and reconnected the ribbon connector and vehicle will start. I have read the Chrysler repair manual via Tech Authority but a stumped with the multiple symptoms.

Alarm system activates sometimes when unlocking driver door and 4 way flashers flash.

Will not pass inspection because of P code and readiness codes.

Any assistance would be appreciated. Thanks.

Inability to connect

Can all these issues be related to a bad circuit board in the instrument cluster? Thanks.
