What should I do to correct low compression? Replace rings?. replace head gasket? Anything else?

I added oil to the cylinders and the compression did NOT change, DOES that indicate BAD VALVES?

Would you say is the valves, not the piston rings? If I do not have to buy rings that will be a big saving for me. If I had money to spare I would have gone to the dealer's service department.

if the rings were bad the trans fluid would have brought up the compression U said it did not.

I grinded the valves with coarse grout and rechecked the compression. the compression went up to140 from 70, except on #1 and #3, which stayed low(110). Next I resurfaced the heads, regrinded the valves again and replaced the head-gaskets, now I am getting lower pressures than before resurfacing. Rechecked the compression with oil in cylinders but did not improve noticeable:confused: Could it be that I did not use fine grout?

PLEASE HELP
