No fuel pump voltage
 

I have a 2003 town & country that shut off while on the highway. The car repair shop said it was the fuel pump, so I replaced it myself. Guess what? It still doesn't start. The fuse is good, the relay is good, and the pump will work when the key is in the start position. There is no voltage at the connector with the key in the "on" position. PCM? Any ideas on how to test further?

jump the fuel pump relay pin 30 and 87 is there voltage then? The turning of the key the pump will only prime up for a second then shut off. Only when the car is running will it stay on.

Thank you for that. I didn't use the jumper at the relay to check for voltage at the connector, but put it all back together. My mistake. Still won't start. I will check for fuel at the engine tomorrow.

Mystery solved. I had a bad fuel pump from NAPA and from Autozone. They were the same brand, however. I put the fuel pump in the the tank and ran wires front the battery to the outer terminals of the pump. Hook up the positive to the right terminal and negative to the left. It takes a few minutes, but eventually gas will dribble out if the pump works. I was a little concerned about too much voltage since there is 10.3 volts at the connector when the starter is engaged. It worked out, though. With the tank totally installed, I turned the key on then off 3 times and it was obvious from the fuel pump noise it was pumping. I just turned the key to start for a few seconds and it kicked over.
