OVERHEATING

I have a 1997 T&C with the 3.8L that overheats while either parked or stopped at a red light, the temp gauge goes almost all the way to the H but while driving it will stay around the middle of the temp gauge or normal setting. I pulled the radiator fans off and checked them they work just fine, i had replaced the fan relay 2 months ago and installed a new thermostat at the same time however today i came home and was parked in my driveway with van running and it started overheating again. I've read in my haynes manual that the coolant temp sensor could be causing this as it not only senses the water temp but also sends a circuit to the pcm to turn on/off the fan motors. I also checked for water circulation and it seems ok, i tested the t-stat in a pot of boiling water and it opens at the rt temp so i know its not the t-stat. If anyone has any information on as to what could be the trouble it will be greatly appreciated. Thank You.
