Throttle cable stretched

Can a throttle cable issue cause a P0740 code? When accelerating on an incline car starts to shudder as if going over speed bumps. If I push the pedal differently it will stop doing it. Only happens on inclines. The car also will sometimes die when I take my foot off the gas. Does it for a bit then is fine. Had code P0740 cleared and then 15 miles later it did the shudder, changed foot pedal position, it stopped. Then P0740 came back on. Can the accelerator cable be causing this? Also, will the P0740 cause car not to pass emissions?

I doubt the cable would have anything to do with it however, the PO740 code if I'm not mistaken is related to the torque converter lockup. If this is not disengaging then it could cause a shudder at speeds where the engine is at the brink of stalling. Changing throttle position would effectively alter the signal from the throttle position censer which in turn would send a signal to the transmission which may free it up.

However, there not a great deal that can be done to test the system without dedicated test equipment which can monitor when the lock up occurs and when it disengages. etc. Therefore, unfortunately this may mean a visit to a transmission shop.
