Throttle pulses at 3000rpm while transmission is in PARK

I have had my 2006 Town and Country since September 1st, this year. It currently has abut 38600 miles on the odometer and I noticed something this evening that seems a bit weird. The weather today was very humid and cool, basically 100% humidity, so this may be causing the symptoms I noticed.

I started my T&C this evening and as I revved the engine a couple of times, it started cutting out at around 3000 rpm. It acts almost like a 'governor' device on a lawnmower or mini-bike engine. Once the engine hit between 2800 and 3000 rpm, either the ignition or the throttle started cutting off and back on repeatedly, effectively holding it at a maximum of 3000 rpm.

I went ahead and tried driving and everything worked just fine in forward and reverse directions. With the shifter in 'D', I punched the throttle and I got to about 4500-4800 rpm before the transmission shifted. I stopped and put the shifter into PARK and tried to rev the engine and once again, the throttle or ignition started going off and on at about 3000 rpm.

Does the T&C have a built-in governor routine in the computer that kicks in during wet humid weather? Why would it do this only in PARK but work just fine in 'D'?? Is there something wrong here or is the engine/throttle/computer acting correctly as it was designed?

Please help me understand what is going on here.

Hi
As designed, stops you reving it very high then going into drive and blowing the box up.

Thanks for the advice. I just got off the phone with Chrysler service and the technician basically told me as much. It's strange that nothing about an RPM limiter is mentioned in the Owner's Manual though.

Additionally, the tech told me that short periods of revving are harmless, but if you try to rev beyond the limit for too long, the unburned fuel that inevitably is already in the cylinder at the time the fuel and spark are cut off, can trigger the check-engine light due to unburned fuel entering the exhaust system.

I'm having the exact sameproblem. Have you resolved this issue. Acceleration is down to nothing. I changed the fuel pump, CKS and CMS. Please help!! I own a 2004 T&C 3.8 liter AWD.
