voyager running rich with -40 reading on temp sensor

hi there i have a 1998 voyager 2.0l manual that has 3 fault codes po108,po118,po123. the engine is misfiring & runningvery rich. it has a new temp sensor, map sensor & throttle position sensor which relate to these faults. the ecu (pcm) has been sent for testing as is said to be fine. When a scan tool is put on the temp is showing -40 & the throttle position sensor at 47% when closed. the wiper lights & a/c buttons are flashing & service soon light is on dash. any idea's please would be great! thanks
