Do All Replacement PCM s Need Reprogramming? 98 2.5

Do all replacement PCM s need reprogramming/flashing. I am woriking on a 98 Stratus V6 2.5. It has the black key. I understand that if both the donor PCM and the car that it is going into did not have SKIM, then no reprogramming/flashing is necessary. But, won't this change the odometer reading?

I ask because I would like have a spare PCM for diagnostic purposes.
