98 Concord starting issues

I have a 98 Concord that will not start on cool mornings, when the temperature warms up the car will start. When the switch is turned on all electrical items work fine, however the starter will not even make a click. When the outside temp warms up, it will turn over fine. Sometimes when I turn the key over there is a sound that comes from under the glove compartment area, sounding as a vacuum switch activating.
Sometimes the car will start and then after turning it off two or three time, it will again fail to turn over.

Check battery. Check entire starter circuit for corrosion, bad connections. Starter may be weak. This is an 11 year-old car, going on 12 and will have issues related to age. You have to expect that. Corrosion can prevent electricity from flowing in large quantities for cranking but still permit small things like lights and horn to work.
