2005 Hemi Durango Brake Issue

Need help. My 2005 Hemi Durango (67k) has had for the past couple of years an issue where the brakes do not work when driving and depressing the pedal. The brake pedal will go all the way to the floor with almost zero resistance when I try to stop. Immediately, I lift my foot and depress the pedal again and the brakes engage. Numberous stops at the dealer have not fixed this (changed computer and other diagnostics). To me, it seems like there is an electronic problem because there is almost no resistance rather than a hydraulic problem. It does this very infrequently (once a couple of months) with no notice and then they work fine. I am perplexed. Could it be electronic? Thanks for any help. I am going to go in and have all the pads replaced and ask them to bleed the lines, but I can't see this being air in the lines, but I am at a loss for other causes. It has ABS and I thought it would be some sort of position sensor or something that could be failing?
