2007 Chrysler Sebring
 

My 2007 Chrysler Sebring will not start. All the lights will turn on so I figured it wasn't the battery. A few weeks ago we had to drive the car through alot of floods, and after that, it started giving me issues. At first, it would make the tick tick sound, all lights flash and then it would start. But then after a day or two, it just made the tick sound but won't start. But now it won't make no tick sound and won't start but all the lights turn on. We took a picture of the starter and it looked like a big hole with oil around it. At first people said it was the battery, but then the tick went away and now it seems its the Starter. Is that correct?
