2007 T&C A/C unit - cycles on/off >84deg ambient temp

My 2007 chrysler T&C a/c unit begins to cycle on/off every 5 seconds when the exterior temp is 84 degrees. this is a very consistent behavior.
below 84 deg, the A/C blows nice and cold, above 84 deg F the thing begins to cycle on/off and of course the A/C stops cooling.
