Default 1968 New Yorker starting problem

I have a 1968 Chrysler New Yorker with a 440. When I turn the key to the "on" possition i sometimes get the dash lights to come on which tells me the ignition switch completed the circuit. When I have dash lights I can turn the key past on to start the car and everything's fine. When I turn the key to the on position and the dash lights don't come on, i can't even start the car...I have no power. I've checked the battery, alternator, ignition switch replaced, starter relay replaced, all fuses are ok, and battery connections are fine. Any suggestions for this intermittent problem?
