Default Power Steering

Hey guys, I'm new here. I'm 19 years old from PA. I have a 1997 chrysler cirrus, 2.5L v6. I'm having problems with the power steering. It works, but when i'm not moving, it makes a high pitch sweaking noice. Also when the car is off, and the key is out of the ignition, the steering wheel does not lock, i was wondering if it could have anything to do with the pump, the steering rack or anything else. It does not leak any fluid or anything. I would just like to know where to start if anyone could help me out. Thanks

I'm not much of a Chrysler guy (yet), but the steering wheel locking on any vehicle is controlled by a lock mechanism in the steering column right behind the steering wheel, not in the pump or rack. And it doesn't lock automatically when you turn off the car, you have to move the wheel to engage the pin into the lock. As for the noise, I'd be checking fluid level, then belt, then pump.
