Should this car be able to start and run?
 

Hello. I have a 2001 Chrysler Sebring with the 2.4L engine. Overall it's it very good condition. Recently my water pump went up and since you have to remove the timing belt to change the pump I got a new belt and pulleys etc.

My question is....Since I don't want to put everything back together just to find out the timing is off is it possible to start and run the car with just the timing belt hooked up? I mean, assuming all the timing marks are set correctly and the belt is properly tensioned and everything is torqued correctly (Coolant filled and hoses hooked up) will the engine start and run just assembled as far as in the attached photo? (Not my car in the photo, just using it to illustrate how much is installed and set) Or is there a reason it won't start and run just assembled this far? Thanks in advance for any input.

yes you can run it with the cover off and no coolant let it run for like 5 10 seconds you will know if you have a valve issue or not.
