There is an interlock system that includes a cable and electrical components that require that the transmission be in Park before the key can be removed. Disassembly and adjustment of this system is described in about a half-dozen pages of the shop manual and is too much to put in an answer here. Make sure the transmission is securely in Park before you try to remove the key. If it is securely in Park, then something is either broken or out of adjustment. The problem could be at the shift lever, under the console, at the ignition key or somewhere in between.
