There is an interlock system that includes a cable and electrical components that require that the transmission be in Park before the key can be removed. Disassembly and adjustment of this system is described in about a half-dozen pages of the shop manual and is too much to put in an answer here. Make sure the transmission is securely in Park before you try to remove the key. If it is securely in Park, then something is either broken or out of adjustment. The problem could be at the shift lever, under the console, at the ignition key or somewhere in between.

Thank you for the info . do you know where can i obtain a shop manual online?

I found one on eBay, but they come and go quickly. You have to keep watching. There are shop manuals on a Russian pirate site that's easily found if you don't mind that sort of thing.
