straight pipe chrys neon 2000

just wondering how do i take the exhaust off, i looked and it appears the clamps are stuck on,, the bolts are rusted onto the clamps. how do i take it off i want to put on a straight pipe

Cutting torch. Failing that, a hacksaw.
