Fuel pump works while cranking but not in run

Default Fuel pump works while cranking but not in run

I don't know why I seem to fined the strange issues that aren't covered in normal searches.
My dad left me a 1989 Lebaron that I am now trying to get running for my granddaughter. It sat for I don't know how many years so one of the top priorities is getting the stinky old gas out. I tried to siphon but could not get a tube into the gas. There seems to be something obstructing it as it tries to enter the tank.
So I decide to let the fuel pump do some of the work. I removed the filter and connected a hose to lead into a bucket, turn the key to on - nothing. Just for the heck of it I push the key to crank and it pumps just fine. Release the key back to run and it stops.
I can find reference to only one relay which must be working, so what am I missing?

not missing anything its working as designed. no need for fuel to be running to the engine when its not running the engine.
If you want it to stay running take the fuel pump relay out jump pin 30 and 87 it will stay on until you take the wire out.
