New Yorker idler Pully Replacement

Have searched to no avail and need help to get tension off serpentine belt. I have a 92 New Yorker 3.3L and need to R/P the idler pully ( not a tension pully ). How do I release belt tension to R/P idler pully?

Found the tensioner. It's just hell to get to.
