Default heater switch on high

Hello I have a 98 sebring and the heater switch just started working only on high. I have a 99 that does the exact same thing . Where do I start to look?
Any help would be greatly appreciated, Scott.

blower motor resistor under the pass side dash 2 screws hold it in.
