Default 97 T&C cruise control inop

When pressing the cruise control button to "on", it does not work and the light for the cruise control on the dash does not turn on, therefore my cruise doesn't work. What can I do to diagnose it? All fuses check ok at the 1st and 2nd box.

Thank you KKeller for replying to my post. The horn works and no air bag lite (only when you initially turn the key to the run position and then the lite turns off.

Are you travrling fast enough to get it to kick in when you push the buttons? You must be moving at least about 35 mph, if not faster.

Traveling 55mph, nothing engages when pressing the "set" button. The green cruise light on the instrument panel would always light up when pressing the "on" button on the steering wheel just to let you know that the electronic speed control is on. It no longer lights up at all no matter what the speed. Could the clockspring be the culprit?

I've just come back from the dealer and they inspected it for fault codes - none present, so they did not replace the clockspring. Any suggestions on checking the cruise would be appreciated even if it's the clockspring, is there a way to diagnose it? The dealer is telling me there would still be a fault code if the clockspring was the cause of the cruise not working.

Should still be a recall for it has it ever been done?

Question

It was replaced Feb. 2009 and there were no issues with the air bag light, horn or cruse control back then and they replaced it anyway. The service writer said it is a lifetime recall regardless if its already been replaced. I guess when it went to the Tech, he relied solely on fault codes. That puts me in a position to have to diagonose it myself. Can I test the clock spring with the circuit that goes to the cruise on/off button? How?
