Checked fuses. Wipers/signal work in AUX but not when car is powered on. not sure if theres a wiring issue. Any ideas?

I've had trouble with positive battery post to wire. There's a brass (?) plate at the wire end that connects to the post clamp thing. It looks like metal to metal but I have to rough up the surfaces...
