Default 1998 Concorde 3.2 Power steering

I was wondering if there is a way to troubleshoot my power steering? It quit working all together. It is not leaking fluid but is hard to turn. How do I tell if it is the pump or another problem? Thanks in advance for your suggestions.

Default power steering

open the fill cap while its running see if fluid is churning. I do know that racks do go bad especially if its a 98, it has over 100k or close to it? there is no way to test rack. Try draining fluid and placing new fluid.
