Default 2002 Concorde A/C problem

My 2002 Concorde A/C would only blow out from the defroster vent only. It blows through all vents correctly when it does its self check, but when finished there is no changing from defrost. Pulled codes and got a 24 code. Replaced the mode door actuator, same code and problem. Now I have replace the control head. Still same problem, blows only out of the defrost and gives a code 24. Can anyone please give me an idea what to check or fix. Thank you

Default code 24

Unable to find a fuse labled IOD but checked and think it is the interior lights/MC1 #19. System still does the same thing. Motor turns in check mode if not mounted but still get a 24 and 33 code. When mount it does not move but a little and only get a 24 code.

Found the fuse. It was labled cig ign/batt. Pulled it and same results. Thinking it may be the movement in the air flow box is to hard. Actuator moves good outside, but when mounted it stops as soon as it starts check.

Have done that. It turns but has some resistance. Gets harder when going to the dash vents.
