Default ABS System on a 1992 New Yorker Fifth Ave

My '92 New Yorker with only 34,000 miles has an ABS problem! Parts of the system have been replaced under the lifetime warranty but new problems have developed. When starting the car, it seems to take a long time for the dash light to go off and the system to be charged for operation. Once the light goes out and the system is ready with the brakes working, the ABS pump/motor cycles on and off every few seconds. Disconnecting the electric plug stops the cycling but then the brakes don't work!
Any ideas or help??? Can I just replace the whole system with a used one??
Apparently new parts are not available.
