Default Key Fobs

Hi all I have just bought a 1999 Concorde it came with two key fobs, one working "Unlock", "Lock" and "Press Twice"(trunk release.) The one that's not working is the one with the "Panic" button on it which from what I can tell is the one I need working to program others. The manual says hold the unlock for 5 seconds then press the panic button and wait for the chime. Of course I can't do that cos I don't have a panic button on the fob that's working. So without going to the Chrysler dealer to get it programed is there a way of doing it myself?

One would hope that there has to be a way of putting it into program mode. The original owner said that he got the car with both fobs working but after the one with the Panic button on it needed batteries it's never working since.

Any help would be great..
