Seasons greetings!

I was given a 1999 Concorde Lxi 3.2 with motor issues. I have done the head gaskets, intake mani gaskets, timing belt, tensioners, acc belt, plugs. The motor was running fantastic for 20miles until I started it, and the idle was high. I would rev the motor to 3k and it would hang at 3k, then slowly drop. The idle is also a little rough.

I was thinking idle control module, any help would be appreciated.
