Default 02 Sebring rack reseal

My steering has been locking up when first starting up the car off and on for a few months. At first, I only experienced it when backing out of my parking space when leaving home or work. But lately, it has started acting up a few times even after getting out of the parking lot. I'm guessing that the rack is the culprit, but am not sure, I replaced the belts a month ago, so that should not be the problem. My questions are:

1. Am I correct that the rack is the likely culprit?

2. Is it worth trying to rebuild the rack"

3. In looking at prices on replacement racks, I've seen "firm feel steering" as an "option. How do I know if that's what I have?

Have you checked the fluid? If it's low or old you might get a symptom like that. If it's never been replaced it would be worth the effort to do so before spending a lot of money replacing the rack.

I checked the fluid and it is very clean. Do you still suggest I do a flush ad fill?

If it works and saves replacing the rack, it would be money well spent. No guarantee that it will solve the problem though. It's your call.

What fluid should I use? I seem to recall reading that Chrysler at one point saying not to use ATF, but also reading that Chrysler had issued a TSB that changed the spec to ATF+4. FWIW, the fluid currently in the P/S reservoir is a clear red. Thank you for all your help and input

I am worried for Power steering rack and rust issue! As till i couldn't solved problem yet. Don't know what should be do for a permanent solution?
