2006 Sebring Convertible read glass broken when I was putting top down.

I saw on ebay they sell $199 with plastic window & top For $199
and include video

Is there video or PDF available which I can watch before ordering so I can be confident ?

Contact the seller and see if he will send you the instructions so you can decide. Alternatively, find a convertible top installation shop in your area and talk to them. They might give you a price for the window installed and a price for installing a window which you supply. Installation of these things requires skill to be done well. It's not like bolting in a replacement part. If you don't do it right it'll look like heck. If you want the car to look good, consider getting some professional help. When you visit the top shop, ask to see examples of their work. One would think that in Florida, they should have a lot of experience.
