You have two different problems, and would be better off finding different people to work on them. There are shops that specialize in convertible tops. They work on them all day, every day. They are good at what they do and you want them to look at the convertible top issue. Likewise, for the engine problem, you want a shop that specializes in engine issues. It's very unlikely that any one individual will have sufficient expertise to expertly handle both those problems.
An online search will probably produce a convertible top shop. For the engine problem, you might want to ask around locally and among your friends and relatives.

NEVER EVER buy a Chrysler 200 Hard top Convertible!!!!!!!!!!!!!!!!!! I have a 2013 with 44,000 and the pin release cable for the top has been discontinued!!! AND IMPOSSIBLE TO FIND!!!!!!!! I have called OVER a 100 places!!! DEALERS/salvage yards, you name it...NOT A SINGLE PLACE HAS IT! So this EXPENSIVE car that I purchased BECAUSE i wanted A CONVERTIBLE IS NOW A PERMANT HARD TOP!!!!
So my point/thought is...it is more than likely this cable...SUCKS TO BE A HARD TOP OWNER! NEVER AGAIN CHRYSLER!!!

If it's just a cable, there probably are a ton of places that can fabricate one for you. Try talking to a boat store. Boats, especially sailboats, have many uses for cables that pull on things. Cables of all sizes and all end configurations. Likewise convertible top shops work on those things all day, every day. They have far more expertise than a dealership will ever have.
