Smile #4 cyl missing

hello , i have a 2001 sebring conv. 2.7 liter , # 4 cylinder not firing , it has a coil for each cyl. i tried swapping coils around no help , i have 13 or so volts going to the green wire on the coil but nothing on the brown wire , i think its supposed to be a pulsing ground?,i tried the other two cylinder coils up front and the brown wire pulses on ohms, nothing on # 4 , does this mean i have a bad ECM?, ive found remanufactured ones on ebay for 199.00 i dont mind spending the money , but just wanna make sure thats what it is , im just not very famalier with this type of ignition system , any advice would be appreciated , and by the way the car has 93,000 miles thanks

Check the wiring carefully before you replace the PCM.
