Exclamation 99 sebring LXI no start need help

My gf was drivin and hit a mud puddle and pot hole contuned driving for 2 blocks then stoped for lunch when she came out the car wouldnt start, we towed it back to my house and tried to start it there all we got was the sound of the starter engaging but the motor wouldnt turn over. No codes poped and the battery is new, now ive read alot about this #8 fuse but i cant find it on the fuse panel under the hood the car is used so the cover is missing, i put a new starter in it and the same thing is happining, the starter engages but the flex plate wont turn. Im at a loss of what to do and we still owe $2200 on the car so getting rid of it is not an option, im machanical and have tools but dont know what to do know, any help is apreceated.

All the fuses on earth will not fix a mechanical issue....so let that thought go....

Get a socket and breaker bar on the crankshaft pulley bolt and see if you can get the motor to turn by hand.....
