".repair method, cost and if it is a diy project..."

Like any other project, the repair method, cost and DIY likelihood depend on the nature of the problem and the capabilities of the person doing the repair. These mechanisms aren't rocket science, so the place to start is to get under there and see what's wrong. There may be a broken spring that needs to be replaced, or some other part that has become broken or disconnected. Once you have determined what is wrong, then you will need to decide whether it can be fixed or must be replaced. Then you will decide whether to order a new part or try to find a second-hand part. As to whether it is DIY or not, nobody knows your capabilities better than you do.
If you can't figure out what is wrong by looking at the seat in place, unbolt it from the floor, pull it out, turn it over and examine it closely. Look for broken or missing parts, go from there.
Once you have gotten it fixed, come back and tell us about your success.
