Default Errore code: p1489, p1490 + overheating

2001 Sebring, 2.7L engine. Overheating problems. Discovered neither radiator or condenser fan turns on. I checked both relays by jumpering the coil (terminals 85 & 86) while checking continuity at terminals 30 and 87 and 87A. 30 to 87A is norm closed and when the coil is energized, 30 to 87 becomes closed and should turn on the fans. I also jumpered terminal 30 to 87 at each of the two relay "sockets" with the key ON and the fans run, so the problem seems to be in receiving the signal at the relays. I can cancel the error codes with my scanner but they come right back on and the radiator fans will not run. Help Grandpa?????????

I think the way this thing works is that the engine computer supplies the ground for the relay signal current. Terminal 71 is the voltage for the signal for the low speed fan relay. Terminal 70 leads to the computer and is the ground for that signal voltage.
A dark brown/white wire leads to terminal 71 and carries the signal voltage. A dark brown/tan wire leads from terminal 70 to the computer. When the computer grounds that wire, the fan should come on.
The high speed fan relay has a similar arrangement with a dark brown/white wire leading to the relay at terminal 76 and a dark brown/pink wire leading from the relay at terminal 75 to the computer.
