Front end "honk" noise on a 2001 Sebring (not the horn!)
For quite a while, my dad's 2001 Sebring Convertible Limited has been making a noise that kind of sounds like a honk. It's not the horn. :-) Does this sound familiar to anyone? It happens whenever the car is on, every 5-30 minutes, either parked or driving. Dry or wet.
The noise is in the YouTube video below at 0:29

Yes, it's a full limited. The video was actually taken on the test drive to test if the ELD cluster remained lit over bumps & potholes after replacing the panel inverter that's within the cluster. (It worked.) It has the standard manual climate control *****.
that noise sounds like air being forced out of somewhere sortof.
have you checked the struts? i had one that did that in the rear of my '04 sedan, was a cracked strut seal sucking in air over bumps and settling after sitting still
if its coming from middle front engine area, maybe time to look at the PCV, it may be sticking shut
