Default Rocker Panel Severe Rust

2002 Chrysler Sebring LXi (4-dr. sedan). Rust problem appeared last year on left (driver's side) rocker panel low on rear half of rocker panel. I repaired it myself with a fiberglass repair. There was serious rust-through. I knew it would be a temporary "fix" and it is already showing signs of rusting through again. I drilled some relief drain holes in the bottom of the panel in hopes of allowing any water that entered the panel to find its way out. There seems to be a problem with water entering the rocker panel, but I have not been able to find a source. I do have a sun roof and I have checked the drains - they are clear. I am going to have to replace the rocker panel to get a good fix, but I would like to determine the source of the problem. The right rocker panel (passenger side) is in very solid condition - no rust.
