I don't know if you ever found a fix for your problem. If so,can you post?
I have the same problem-intermittent tach/odometer operation. It comes and goes anytime cold or hot.
Also the tach needle has gone beyond it's rest. Somehow it ended up beyond the rest and will only move up to '0'.
Can someone please advise how to remove the instrument cluster. I'm hoping to just reposition the tach needle. Any advice would be helpful.

Best guess is some sort of a relay problem.
Download a wiring schematic from Autozone.com and start looking.

There is nothing more frustrating than working in the dash of a vehicle!!!! But if your needle is below the stop I think it is unlikely that it will function properly again by just putting it back. More likely you will end up replacing it. You might try to find a source for replacement before you start the project so you can go buy it while you have it apart.
