Default 300 S front grill trim is peeling off

Hi. First post here.
I've got a black 2015 Chrysler 300S that I love. This year I've noticed that the from trim piece around the grill and the spoiler pieces near the front bottom are not what I thought they were. The S model has all the trim colored in black which is great except that it's not really black trim. It's the same chrome color trim as the other models except they seem to have put some kind of tint material over the chrome so it looks black. These front end pieces are chipping and peeling off - I suspect due to road dirt, stones, bugs and other things. It looks terrible. It's half chrome color and half black. If I use my fingernail, I can peel off sections of this tint material in 1 inch size pieces.

I'd like to remove all of the tint material but I can't figure out how to do it. I tried a heat gun, but if it really is tint material, I suppose that makes it stick better. I tried scraping it off with a plastic putty knife but no luck. I haven't tried any solvents yet.
Ultimately, I'd like to get it all off, then use plastic coat black spray on these chrome pieces.
Any ideas?
Thanks!
