Default Cooling fan operation?

I just got a 2005 300 Limited 3.5L, and noticed the rad fan isn't coming on, but I don't know how it's supposed to work.

So is the fan supposed to be running when the engine is running or does it cycle on and off at certain temps?

I've had the car at operating temp (100*C?) and the fan still didn't come on, but I was just sitting idling.

I've swapped the relays with the auto shut off relay and the car would still run so the relays are likely still good.

So can someone tell me how the fan is supposed to operate? or do I have an actual problem?

Ya I found out they're working ok.

Can't turn my AC on because the wire going to the plug has been cut from rubbing against the belt.....that's what I'm hoping to fix today.
